Budget 2021: What it means for Canadian immigration
Reforms to Express Entry
The Budget notes that the federal government has an eye towards reforming Express Entry. The government would like to give the immigration minister more authority to “select those candidates who best meet Canada’s labour market needs.” What these changes may entail are not specified in the Budget.
Express Entry is the main way that Canada selects economic class immigrants. It accounts for about one-quarter of all the immigrants Canada welcomes each year.
Enhancements to the Temporary Foreign Worker Program
The Budget calls for some $110 million in additional spending over the next three years on the Temporary Foreign Worker Program (TFWP). The spending will go towards providing information and support to vulnerable foreign workers, increased inspections of employers to ensure they are treating foreign workers well, and improving service delivery to vulnerable workers so they can obtain open work permits if they have been abused by their previous employers in Canada.
Accelerated Pathways to Permanent Residence
Budget 2021 references the new immigration programs launched by Immigration, Refugees and Citizenship Canada (IRCC) last week to provide accelerated permanent residence pathways to essential workers and international graduates this year. Some 90,000 individuals living in Canada will be able to begin to apply for permanent residence beginning on May 6.

Canadian Immigration to welcome 6,000 caregivers by the end of 2021
Canada’s immigration plans to finalize 6,000 caregiver applications for permanent residence by December 31, 2021.
In a statement released on April 15, Immigration, Refugees and Citizenship Canada (IRCC) said it will finalize the applications for caregivers who have completed their in-Canada work experience, as well as their immediate family members. The department also said it would make at least 1,500 first-stage decisions on applications for the Home Child Care Provider and Home Support Worker pilots by June 30, 2021.

Immigration Canada launches online application portal for 7 immigration programs
Some of the Canadian immigration programs have made the transition from paper-based to an online application process.
Immigration, Refugees and Citizenship Canada (IRCC) launched an online permanent residence application portal on April 1. The immigration department has digitized the application process for a random selection of permanent residency applicants in the following seven programs:
Non-Express Entry Provincial Nominee Program (PNP);
Rural and Northern Immigration Pilot;
- Agri-Food Pilot;
- Atlantic Immigration Pilot;
- Quebec Selected Investor Program;
- Quebec Entrepreneur Program; and
- Quebec Self-Employed Persons Program.
It is still possible to apply for these programs on paper. IRCC will be phasing in this portal under this select group of programs since they have relatively lower intake volumes in comparison to other economic or family streams.

More essential workers may be allowed across border
Federal government is looking to consider more occupations as “essential work” in an effort to allow more workers to travel across the Canada-U.S. border during the COVID-19 pandemic, according to Marc Garneau, Canada’s Foreign Affairs Minister.
“We are specifically talking about different groups that would be potentially considered to be essential workers, that have the need to cross the border for specific reasons,” Garneau told a parliamentary committee.

Express Entry CRS draw drops to 417 as IRCC invites 6,000 candidates
Canada held a new Express Entry draw, inviting candidates who had scores of at least 417 points on Friday April 16, 2021.
Immigration, Refugees and Citizenship Canada (IRCC) invited 6,000 Canadian Experience Class candidates to apply for permanent residence in the new invitation round. IRCC issued 1,000 more invitations compared to the previous CEC-only draw and the score requirement was 15 points less than the last draw.
The draw was a rare Friday evening one, right before the weekend in Canada. Express Entry draws usually take place during the week to give immigration candidates and their representatives more time to prepare their permanent residence applications.

Canada is opening up immigration pathways to essential workers, international students, and French speakers who are living in the country.
Starting May 6, Immigration, Refugees and Citizenship Canada (IRCC) will open the door to 90,000 essential workers and international student graduates on temporary status in Canada. There will also be three programs that will accept an unlimited number of eligible French speakers.
Here are some of the general eligibility criteria for each of the six new programs:
- International student graduates
- Essential workers in healthcare
- Essential workers in other occupations
- French-speaking international student graduates
- French-speaking essential workers in healthcare
- French-speaking essential workers in other occupations
- List of eligible healthcare occupations
- List of eligible essential occupations
Canada will accept up to 40,000 recent international student graduates as permanent residents. IRCC will admit up to 20,000 new permanent residents through this temporary stream for healthcare workers in Canada. Under this temporary program, Canada will welcome 30,000 new permanent residents with work experience in essential occupations.
